How much will it cost drivers? How will it work? And when will it take effect?<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"S4PO4HCEIRBHNBFNWVSSMOO4LY\">Some of those questions don\u2019t have exact answers just yet, but here\u2019s everything we know so far.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"SATPPT4TIFAVPCX7XNRBD3IMP4\"><b>WHAT IS CONGESTION PRICING?<\/b><\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GVPGNMASFFD5LMPIUUX6TFMIMI\">Congestion pricing refers to the use of electronic tolling to charge vehicles for entering certain areas during peak commuting hours, ideally resulting in reduced traffic congestion and increased revenue for transit-oriented projects.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ZJIK7JSAIBH5PHA5TU64RPEXUU\"><b>WHAT IS THE CENTRAL DISTRICT BUSINESS TOLLING PROGRAM?<\/b><\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"AOSE7MD3G5GQHJAUTMT3DQUVDI\">As part of the <a href=\"https:\/\/legislation.nysenate.gov\/pdf\/bills\/2019\/S1509C\">$175 billion state budget<\/a> approved on April 1, 2019, the MTA\u2019s Triborough Bridge and Tunnel Authority (TBTA) will establish the Central District Business Tolling Program (CBDTP), which will charge travelers a variable fee for driving into Manhattan\u2019s Central Business District, defined as any area south of 60th Street.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VVPSB5HYDNF5XLDCDORDT63LT4\">Revenue generated from the program will be bonded against and placed in a designated MTA \u201clockbox\u201d to fund capital improvements to the city\u2019s ailing mass transit system.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"RO36YG3ELZAJTCUXSFX7D5NSW4\"><b>HOW MUCH WILL IT COST?<\/b><\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"HP65E3YI4RBTHKW4XGY2AJQRUY\">The short answer is no one knows yet.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"WJYPMD5M7BEZJEWGMFZCUAJW2U\">A six-member Traffic Mobility Review Board will recommend toll pricing to the TBTA, which will ultimately determine the toll prices, which may vary based on a combination of factors and will offer exemptions and credits to certain travelers.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"YEPGGK6SWJCZTHUKI36K3FUHCU\">The toll could potentially vary based on the time of day, the amount of traffic, the total distance traveled within the zone and the time spent driving within the zone.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"XV5U32K2HJEVND3DWIG4FWSILI\">In 2019, a source involved with New York City congestion pricing proposals told the Advance it was \u201cfair to say\u201d that the panel would start with a baseline of the existing MTA tolls on the Hugh L. Carey and Queens Midtown tunnels, resulting in a two-way fee of $6.55 or one-way fee of $13.10 under the current tolling structure.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"BX2ZPWSLMRDBVCENE5AFMLOZBY\">According to the source, the determining factor in selecting the price will be assuring that the annual generated revenue meets the approximately $1 billion threshold needed to secure $15 billion in bonds for repairs and improvements to the public transportation system.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"RKCRFSJLXBFZJGFLIRQMY2W73I\"><b>WILL THERE BE EXEMPTIONS?<\/b><\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"WTNP3H7TYNDVTPZR7ABYSUGSA4\">Currently, emergency vehicles and those carrying people with disabilities are the only exemptions from the program, with tax credits in place for residents living within the CBD and earning less than $60,000.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"2DABR5OYSJDS5AUXPZU4RD3S5Q\">Drivers on the FDR Drive, West Side Highway and the sections of the Battery Park Underpass and Hugh Carey Tunnel that connect the two will be exempt from tolls, unless exiting into the CBD, with protections in place to ensure residential vehicles will only be tolled once per day. Commercial vehicles may be subject to multiple tolls.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NGTX2ETRDJD3JDWZKHEMW3RWYE\">It\u2019s possible that the TBTA will include additional exemptions in the plan, though each additional exemption will likely drive up the price for other drivers, with the MTA required to meet the annual revenue generation goal.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7XZ75A3WAFCZJBHMSZSGE57RMY\"><b>HOW WILL THE PROGRAM WORK?<\/b><\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"JRHZJSALEJC7FNIKLJSPRKPB6E\">The electronic tolling system would likely operate similarly to the cashless tolling system on the Verrazzano-Narrows Bridge, where overhead gantries read drivers\u2019 E-ZPass tags and administer the fee directly to their account.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"J7TV7F5OSFC7TMKT5YGRQ7CTYA\">In the case of non-E-ZPass drivers, the overhead cameras would photograph their license plate, and a bill would be mailed to them directly.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"EOTIYF3UBNHUZPGWGFW6GBF2TY\">Non-E-ZPass drivers could be subject to a higher fee similar to the \u201ctolls by mail\u201d option that charges a two-way toll of $10.17 on the aforementioned tunnels as opposed to $6.55.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"3NOFOBCA2NCABABTST37EQEHQA\">The increased price would be justified by the administrative costs of processing and billing the driver directly.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"AXIYUDKERZB7XFSTTLOMAFY77A\">In October 2019, the MTA <a href=\"https:\/\/www.silive.com\/news\/2019\/10\/nyc-congestion-pricing-mta-selects-vendor-to-implement-system.html\" target=\"_blank\" rel=\"noopener\">selected TransCore to design, construct, operate and maintain the infrastructure and tolling equipment<\/a> required for the congestion pricing program.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GGOZIETC6BFMRFXR4MRJ6HARSY\">The company is expected to install the majority of toll collection equipment on existing poles and mast arms \u201cas to have a minimal footprint and fit within existing streetscapes.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"UH2OWREZD5G23E64HQKBQP3ETA\"><b>WHEN WILL THE PROGRAM START?<\/b><\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GMSC7AIKTJHRVNHZ6AM2KTTXKM\">When the program was first announced back in 2019, it was set to be in place by the end of 2020, with toll collection expected to start at the beginning of 2021.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"C6GXMMIDWZFOVNL4PATYGTPS2I\">However, the project was delayed when the <a href=\"https:\/\/www.silive.com\/news\/2020\/02\/how-federal-government-could-delay-nycs-congestion-pricing-plan.html\" target=\"_blank\" rel=\"noopener\">former presidential administration repeatedly failed to provide the MTA with guidance<\/a> regarding the type of environmental review that would be required.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5XNTYMWR7BG2BKXYAXWV6FTQ5I\">Now that the federal guidance has been given, the MTA has begun what the agency expects to be a 16-month environmental review process before the program can be implemented.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ZVDDA3FDHFH7BAZRJVZGLHBKWU\">The expected timeline for the environmental review process means that congestion pricing likely would not be implemented before 2023.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"AKXRR5PHUNGEDLGR7Y3SPNEDHU\"><b>DO RESIDENTS HAVE A SAY?<\/b><\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"B5U7RI4PI5CDFND45CLLFW5FW4\">The MTA, New York City Department of Transportation (NYCDOT) and New York State Department of Transportation (NYSDOT) will host <a href=\"https:\/\/www.silive.com\/news\/2021\/08\/congestion-pricing-mta-announces-13-public-meetings-for-controversial-program.html\">13 public meetings in the coming weeks<\/a> to discuss the CBDTP, which would be the first-ever congestion pricing plan implemented in the United States.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VGFVMBX2AZBBZPB6DX57BNCH2Q\">The meetings, which will be held virtually due to the ongoing coronavirus (COVID-19) pandemic, will take place between Thursday, Sept. 23, and Wednesday, Oct. 13, and will encompass 28 counties across New York, Connecticut and New Jersey.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"76SCIR4EFVHAVETFI3FWEKKDVU\">The first 10 meetings will focus on how the program will impact various regions, though residents are allowed to participate in any meeting they want, regardless of whether they reside in that region.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"4GV5PQPDKBF53M77GOGRUSCEYQ\">Staten Island, which has been grouped in with the other three outer-boroughs, will be the focus of the first and sixth regional meetings.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"BVD576GY6VFAFFTQTUB2NYTPAA\">Here\u2019s a look at all 10 regional meetings.<\/p>\n<ul class=\"article__unordered-list\">\n<li><span>Thursday, Sept. 23, 10 a.m. to noon: The Bronx, Brooklyn, Queens and Staten Island<\/span><\/li>\n<li><span>Thursday, Sept. 23, 6-8 p.m.: Manhattan Central Business District (60th Street and below)<\/span><\/li>\n<li><span>Friday, Sept. 24, 10 a.m. to noon: New Jersey<\/span><\/li>\n<li><span>Wednesday, Sept. 29, 10 a.m. to noon: Northern New York City Suburbs<\/span><\/li>\n<li><span>Wednesday, Sept. 29, 6-8 p.m.: Long Island<\/span><\/li>\n<li><span>Thursday, Sept. 30, 6-8 p.m.: The Bronx, Brooklyn, Queens and Staten article__paragraph--left\" id=\"YN3GJNG6JREVPBJF7GUSJUZFZE\">In addition to the 10 regional meetings, the agencies will host three Environmental Justice Outreach meetings to discuss how the proposed program could impact minority and low-income areas.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"R3WFB3TWAJARJKTP2ZEWCPP5XA\">Here\u2019s a look at all three Environmental Justice Outreach meetings.<\/p>\n<ul class=\"article__unordered-list\">\n<li><span>Thursday, Oct. 7, 6-8 p.m.: New York<\/span><\/li>\n<li><span>Tuesday, Oct. 12, 6-8 p.m.: New Jersey<\/span><\/li>\n<li><span>Wednesday, Oct. 13, 6-8 p.m.: Connecticut<\/span><\/li>\n<\/ul>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GBQTB4VGPRAMXLIZNERHTIMTAQ\">Those interested in speaking during the meetings can do so by registering on the recently launched <a href=\"https:\/\/www.silive.com\/news\/2021\/08\/congestion-pricing-mta-announces-13-public-meetings-for-controversial-program.html\">CBDTP website<\/a>, which allows residents to learn more about the program, submit comments and register for all virtual meetings.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"YYYF4UOSMVBKVIMT2E5HGMTJ6M\">The agencies have also launched two new phone lines to help callers learn about the project, leave comments or register for the virtual meetings.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NYXSQFFXQRBL3HRLXEWPBJNHPI\">Residents can call (646) 252-7440 to leave comments or questions about the program and can call (646) 252-6777 to get a brief description of the program and register for the virtual meetings.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"N3G4LGUO2FGFBMFSWOYPUJXG5I\">The feedback generated from these meetings will be included in the federal Environmental Assessment (EA) that is required for the project and is <a href=\"https:\/\/www.silive.com\/news\/2021\/08\/will-cuomos-resignation-impact-nyc-congestion-pricing-plans.html\">expected to take approximately 16 months to complete.<\/a><\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"ISCGMS2NQ5HZJK5VBVGGBRN7MI\">Once the EA has been completed, it will be published publicly, and additional meetings will be scheduled to discuss the completed document.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"QLVWGT3WQRCTVOHE4574HNRSYM\"><b>HOW DO STATEN ISLANDERS FEEL ABOUT IT?<\/b><\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VR7DNS3XHVEI5JFJT6OEHA7PCU\">A <a href=\"https:\/\/poll.qu.edu\/new-york-city\/release-detail?ReleaseID=2612\">2019 poll from Quinnipiac University<\/a> suggested that Staten Island voters are torn on the implementation and potential effectiveness of <a href=\"https:\/\/www.silive.com\/news\/2019\/04\/its-official-what-we-know-about-nyc-congestion-pricing-plan.html\">congestion pricing.<\/a><\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"DBHQTCRL25FA7FM5IXMQBTAT6Y\">The poll showed that 43% of the borough\u2019s voters support congestion pricing, with 52% opposing the initiative and 5% responding that they were unsure.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"3VWG23QIYBGYLPGXUYEB5GXNAE\">While residents were leaning toward opposing the implementation of the program, likely due to the financial implications, those polled said they believed it would be effective in reducing congestion in Manhattan.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"RYPZFFYBVBDX3IJWN2D5CSAAYQ\">According to the poll, 52% of Staten Island voters felt that congestion pricing would be effective in reducing traffic, with 4% believing it would be ineffective and 5% unsure.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"IFH3GOVU35G25GFZKPXKT64ZR4\">When asked how serious of a problem traffic congestion is in New York City, Staten Island voters outpaced all other boroughs in terms of deeming it a \u201cvery serious\u201d problem.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"STVFASKZBBEHLATGK4NPYR5ZMA\">According to the poll, 62% of Staten Island voters viewed the traffic problem as \u201cvery serious,\u201d with 33% responding \u201csomewhat serious,\u201d 4% responding \u201cnot very serious,\u201d and 2% responding \u201cnot serious at all.\u201d<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"KIETMBGCPZDHVGIO3WWQD6QPZI\"><b>HOW DO OTHER NYC RESIDENTS FEEL?<\/b><\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"N6CXE463WJCBNFOZLAHT67SQAI\">On a citywide level, 41% of voters supported congestion pricing, including 22% of Republicans, 46% of Democrats, 43% of Independents, 43% of men, 40% of women, 47% of caucasians, 33% of African-Americans, 39% of Hispanics and 48% of Asians, according to the same 2019 poll.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"GCRWLVC7CBG43PJEMR34FHS57A\">On the contrary, 54% of NYC voters were opposed to congestion pricing, including 74% of Republicans, 48% of Democrats, 53% of Independents, 53% of men, 55% of women, 49% of caucasians, 63% of African-Americans, 58% of Hispanics and 42% of Asians.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7P7P3LNMABAIVCG7YADBEYRVIY\">On a citywide level, 40% of voters believed congestion pricing would be effective in reducing traffic, including 33% of Republicans, 44% of Democrats, 39% of Independents, 44% of men, 36% of women, 45% of caucasians, 32% of African-Americans, 34% of Hispanics and 48% of Asians.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VRGAPG4VXREVJCM7AO56SZIDMU\">On the contrary, 52% of voters believed congestion pricing would be ineffective in reducing traffic, including 61% of Republicans, 48% of Democrats, 53% of Independents, 50% of men, 55% of women, 48% of caucasians, 59% of African-Americans, 57% of Hispanics and 43% of Asians.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"4DKHLXBJZFHFHPT6EUNZVPVPZ4\">Approximately 5% of New York City voters were unsure if they would support congestion pricing, with 8% unsure if it would have a positive effect on
