Mike Connolly (D). California activists are also pushing to place <a href=\"https:\/\/www.marijuanamoment.net\/california-activists-file-psilocybin-legalization-ballot-measure-as-legislature-advances-broader-psychedelics-bill\/\" target=\"_blank\" rel=\"noopener\">psilocybin legalization on the state\u2019s 2022 ballot<\/a> as a lawmaker works to pass a separate bill to <a href=\"https:\/\/www.marijuanamoment.net\/california-bill-to-legalize-psychedelics-possession-advances-again-with-new-amendments-that-add-limits\/\" target=\"_blank\" rel=\"noopener\">legalize possession of a wide range of psychedelics<\/a> that has already passed the state Senate and two Assembly committees.<\/p>\n<p>While the Massachusetts <a href=\"https:\/\/malegislature.gov\/Bills\/192\/H1494\" target=\"_blank\" rel=\"noopener\">legislation<\/a> would only establish a task force to investigate the potential legalization of these substances, it marks another significant development demonstrating how local reforms have caught the attention of state legislators.<\/p>\n<p>Connolly said at Tuesday\u2019s <a href=\"https:\/\/malegislature.gov\/Events\/Hearings\/Detail\/3888\" target=\"_blank\" rel=\"noopener\">hearing<\/a> that it\u2019s important to remember \u201cthat it was the Nixon administration in the 1970s that classified entheogens as Schedule I substances, without any real scientific basis. It was more to do with politics\u2014it was more to do with systemic racism\u2014that led to this classification and this criminalization.\u201d<\/p>\n<p>\u201cToday, when you hear some of the professionals, some of the researchers talk about this, they really feel like we lost several decades of potential therapeutic benefit because of these arbitrary political decisions,\u201d he said. \u201cWith this task force, there really is an opportunity for us in Massachusetts to bring policymakers and stakeholders together to make sure that as this research advances we can be ready with applicable policies, so don\u2019t don\u2019t repeat the mistakes of the past.\u201d<\/p>\n<p>The lawmaker said \u201cthe war on drugs, racial injustice and years of oppression here in our country\u201d partly motivated the introduction of his legislation.<\/p>\n<p>The task force would \u201cbring together stakeholders from the scientific, public safety, racial justice, harm reduction, indigenous, social work, the relevant regulatory bodies and medical communities to make recommendations for the legalization and possession, consumption and distribution of entheogenic substances,\u201d he said.<\/p>\n<p>Three Massachusetts cities\u2014<a href=\"https:\/\/www.marijuanamoment.net\/third-massachusetts-city-approves-psychedelics-decriminalization-measure\/\" target=\"_blank\" rel=\"noopener\">Northampton<\/a>,&nbsp;<a href=\"https:\/\/www.marijuanamoment.net\/local-massachusetts-lawmakers-unanimously-approve-psychedelics-decriminalization-measure\/\" target=\"_blank\" rel=\"noopener\">Somerville<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.marijuanamoment.net\/cambridge-city-council-decriminalizes-psychedelics-and-urges-police-to-end-drug-arrests-more-broadly\/\" target=\"_blank\" rel=\"noopener\">Cambridge<\/a>\u2014have each passed resolutions to deprioritize enforcement of laws against the possession, use and distribution of a wide range of psychedelics and other drugs.<\/p>\n<p>\u201cI\u2019m proud to represent Somerville and Cambridge, two communities that have acted in recent months to decriminalize the possession of psychedelics and entheogenic plans, primarily as part of the larger movement to continue working to undo the racist impact of the War On Drugs,\u201d Connolly told Marijuana Moment.<\/p>\n<p>If his bill is enacted, the 21-person task force would have until June 2022 to study the effects of plant- and fungi-based psychedelics and develop recommendations for how to legalize the substances \u201cin a manner that maximizes equitable access and sustainable manufacture of these plants.\u201d<\/p>\n<p>Particular focus would be paid under the bill to the impact of drug prohibition on on marginalized groups, \u201cincluding indigenous people, veterans, people with physical and mental health disabilities, Black people, people of Latino and Hispanic heritage, people of Asian descent, people of color, people in poverty, and people identifying with the LGBTQ community.\u201d<\/p>\n<p>The measure also calls for the task force to develop recommendations around \u201cpardons, parole, diversion, expungement, and equity measures\u201d for people with criminal records due to possession, or distribution of controlled substances.<\/p>\n<p>The Massachusetts developments are some of the latest iterations of a national psychedelics reform movement that\u2019s spread since <a href=\"https:\/\/www.marijuanamoment.net\/psychedelics-decrim-activists-mark-first-anniversary-of-denvers-historic-psilocybin-mushroom-vote\/\" target=\"_blank\" rel=\"noopener\">Denver became the first city to decriminalize psilocybin mushrooms<\/a>&nbsp;in 2019.<\/p>\n<p>Besides the cities in Massachusetts, four others\u2014<a href=\"https:\/\/www.marijuanamoment.net\/oakland-officials-decriminalize-psychedelics-and-say-theyll-work-to-legalize-sales-next\/\" target=\"_blank\" rel=\"noopener noreferrer\">Oakland<\/a>,&nbsp;<a href=\"https:\/\/www.marijuanamoment.net\/santa-cruz-city-council-approves-psychedelics-decriminalization-measure\/\" target=\"_blank\" rel=\"noopener noreferrer\">Santa Cruz<\/a>,&nbsp;<a href=\"https:\/\/www.marijuanamoment.net\/city-council-unanimously-votes-to-decriminalize-psychedelics-in-ann-arbor-michigan\/\" target=\"_blank\" rel=\"noopener noreferrer\">Ann Arbor<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.marijuanamoment.net\/d-c-psychedelics-decriminalization-initiative-officially-takes-effect\/\" target=\"_blank\" rel=\"noopener\">Washington, D.C.<\/a>\u2014have also decriminalized possession of plant-and fungi-based psychedelics.<\/p>\n<p>An&nbsp;<a href=\"https:\/\/www.marijuanamoment.net\/third-california-city-seeks-to-decriminalize-psychedelics\/\" target=\"_blank\" rel=\"noopener\">Arcata, California<\/a> councilmember announced this month that she would sponsor a measure to decriminalize psychedelics. That measure has since been referred to a committee.<\/p>\n<p>The governor of Connecticut signed legislation recently that includes language requiring the state to carry out&nbsp;<a href=\"https:\/\/www.marijuanamoment.net\/connecticut-governor-signs-psychedelics-study-measure-as-he-awaits-marijuana-legalization-bill\/\" target=\"_blank\" rel=\"noopener\">a study into the therapeutic potential of psilocybin mushrooms<\/a>.<\/p>\n<p>Texas also recently enacted a bill to require the state&nbsp;<a href=\"https:\/\/www.marijuanamoment.net\/texas-will-study-benefits-of-psychedelics-for-military-veterans-under-bill-enacted-without-governors-signature\/\" target=\"_blank\" rel=\"noopener\">study the medical benefits of psychedelics for military veterans<\/a>.<\/p>\n<p>A New York lawmaker introduced a bill last month that would require the state to establish an institute to similarly&nbsp;<a href=\"https:\/\/www.marijuanamoment.net\/new-york-bill-would-create-state-sponsored-psychedelics-research-institute\/\" target=\"_blank\" rel=\"noopener\">research the medical value of psychedelics<\/a>.<\/p>\n<p>In Oakland, the first city where a city council voted to broadly deprioritize criminalization of entheogenic substances, lawmakers&nbsp;<a href=\"https:\/\/www.marijuanamoment.net\/city-of-oakland-urges-california-to-decriminalize-psychedelics-and-allow-healing-ceremonies\/\" target=\"_blank\" rel=\"noopener\">approved a follow-up resolution<\/a>&nbsp;in December that calls for the policy change to be adopted statewide and for local jurisdictions to be allowed to permit healing ceremonies where people could use psychedelics.<\/p>\n<p>After Ann Arbor legislators passed a decriminalization resolution last year, a county prosecutor recently announced&nbsp;<a href=\"https:\/\/www.marijuanamoment.net\/michigan-prosecutor-wont-pursue-most-marijuana-or-psychedelics-cases-regardless-of-the-amount\/\" target=\"_blank\" rel=\"noopener\">that his office will not be pursuing charges<\/a>&nbsp;over possessing entheogenic plants and fungi\u2014\u201cregardless of the amount at issue.\u201d<\/p>\n<p>The Aspen, Colorado City Council&nbsp;<a href=\"https:\/\/www.marijuanamoment.net\/local-colorado-lawmakers-say-psychedelics-reform-needs-to-be-handled-at-state-or-federal-level\/\" target=\"_blank\" rel=\"noopener\">discussed the therapeutic potential of psychedelics<\/a>&nbsp;like psilocybin and proposals to decriminalize such substances at a meeting in May. But members said, as it stands, enacting a reform would be more better handled at the state level while entheogens remain strictly federally controlled.<\/p>\n<p>Seattle lawmakers also recently sent a letter to members of a local task force focused on the opioid overdose epidemic, imploring the group to&nbsp;<a href=\"https:\/\/www.marijuanamoment.net\/seattle-city-council-promotes-psychedelics-as-potential-tool-against-opioid-epidemic\/\" target=\"_blank\" rel=\"noopener\">investigate the therapeutic potential of psychedelics<\/a>&nbsp;like ayahuasca and ibogaine in curbing addiction.<\/p>\n<p>The psychedelics conversation is also catching on at the federal level.<\/p>\n<p>The U.S. House of Representatives will vote this week on <a href=\"https:\/\/www.marijuanamoment.net\/aoc-promotes-research-on-benefits-of-psychedelics-like-psilocybin-and-mdma-with-new-amendment\/\" target=\"_blank\" rel=\"noopener\">a proposal from Rep. Alexandria Ocasio-Cortez (D-NY)<\/a> that remove a spending bill rider that advocates say has restricted federal funds for research into Schedule I drugs, including psychedelics such as psilocybin, MDMA and ibogaine.<\/p>\n<p>In 2019, a large majority of Democratic House members joined all but seven Republicans in&nbsp;<a href=\"https:\/\/www.marijuanamoment.net\/how-democrats-helped-republicans-shut-down-aocs-psychedelics-research-measure\/\" target=\"_blank\" rel=\"noopener\">a vote against an earlier version of the congresswoman\u2019s amendment<\/a>. But given the surge in state and local psychedelics reform efforts in the years since, it stands to reason that this Congress may take the issue more seriously this time.<\/p>\n<p>Federal health agencies should&nbsp;<a href=\"https:\/\/www.marijuanamoment.net\/congressional-lawmakers-push-for-psychedelics-research-for-veterans-in-new-report\/\" target=\"_blank\" rel=\"noopener\">pursue research into the therapeutic potential of psychedelics<\/a> for military veterans suffering from a host of mental health conditions, a report attached to separate spending legislation that\u2019s part of an advancing minibus package says.<\/p>\n<p>When it comes to broader drug policy reform, Oregon voters also approved an initiative in November to <a href=\"https:\/\/www.marijuanamoment.net\/oregon-voters-approve-ballot-measure-to-decriminalize-all-drugs-and-fund-treatment-services\/\" target=\"_blank\" rel=\"noopener\">decriminalize possession of all drugs<\/a>. This year, the Maine House of Representatives <a href=\"https:\/\/www.marijuanamoment.net\/maine-lawmakers-approve-bill-to-decriminalize-all-drugs-on-50th-anniversary-of-nixons-war-on-drugs\/\" target=\"_blank\" rel=\"noopener\">passed a drug decriminalization bill<\/a>, but it later <a href=\"https:\/\/www.marijuanamoment.net\/maine-senate-defeats-drug-decriminalization-bill-that-cleared-the-house\/\" target=\"_blank\" rel=\"noopener\">died in the Senate<\/a>.<\/p>\n<p>Last month, lawmakers in Congress filed the <a href=\"https:\/\/www.marijuanamoment.net\/first-ever-congressional-bill-to-decriminalize-all-drugs-introduced-ahead-of-nixon-drug-war-anniversary\/\" target=\"_blank\" rel=\"noopener\">first-ever legislation to federally decriminalize possession<\/a> of illicit substances.<\/p>\n<blockquote class=\"wp-embedded-content\" data-secret=\"SJpZ0H6Nou\" readability=\"0\">\n<p><a href=\"https:\/\/www.marijuanamoment.net\/white-house-declines-to-blame-marijuana-sales-for-violent-crime-spike-despite-d-c-police-chiefs-comments\/\">White House Declines To Blame Marijuana Sales For Violent Crime Spike Despite D.C.
