Ned Lamont signed into law \u201ca national model for regulating adult-use cannabis.\u201d<\/p>\n<div id=\"paywall\">\n<p> <a href=\"https:\/\/www.newstimes.com\/local\/article\/Weed-is-legal-in-CT-but-some-in-Danbury-area-16273047.php\">Ridgefield and Danbury<\/a> leaders have announced their own intentions to forestall recreational marijuana businesses from setting up on Main Street until planners have a chance to decide how they want to control it.<\/p>\n<p> <!-- Missed: ad --> <!-- Missed: ad --> <\/p>\n<p>Newtown\u2019s top elected leader said this week that he understands there will be a debate. The town\u2019s Planning and Zoning Commission has scheduled an in-person public hearing for 7 p.m. Thursday at the Newtown Municipal Center, 3 Primrose St.<\/p>\n<p> <!-- hearst\/article\/content\/relatedStories.tpl --> <\/p>\n<section class=\"relatedStories\" data-progressive=\"true\" data-component=\"carousel\"><\/section>\n<p><!-- e hearst\/article\/content\/relatedStories.tpl --> <\/p>\n<p>\u201cThis didn\u2019t go to P&amp;Z with fire and brimstone,\u201d said First Selectman Dan Rosenthal. \u201cI see the public interest in this both ways.\u201d<\/p>\n<p> <!-- Missed: ad --> <\/p>\n<p>Rosenthal is referring to a state law <a href=\"https:\/\/portal.ct.gov\/Office-of-the-Governor\/News\/Press-Releases\/2021\/06-2021\/Governor-Lamont-Signs-Bill-Legalizing-and-Safely-Regulating-Adult-Use-Cannabis\">effective Thursday<\/a> that allows people who are 21 and older to have 1.5 ounces of marijuana with them and up to five more ounces of marijuana in a secure location, such as their home or car. The law allows patients in Connecticut\u2019s medical marijuana program to have three mature marijuana plants and three smaller plants in their home &#8211; a provision that will extend to the general adult public in 2023.<\/p>\n<p> <!-- Missed: ad --> <\/p>\n<p>A key piece of the law is the retail component, which is not expected to be effective until the end of next year. In addition to providing a new source of revenue for municipalities and providing controls to prevent underage abuse, the law aims to \u201cstart the necessary work of repairing the damage caused by decades of failed cannabis criminalization policies.\u201d<\/p>\n<p>Newtown\u2019s proposed ban would not affect individuals but only cannabis enterprises looking to do business in town, such as cultivators, producers, retailers and dispensaries.<\/p>\n<p>Rosenthal said he trusts that the Lamont administration did its homework to make Connecticut\u2019s law a model that learns from mistakes other states made, but Newtown can benefit by waiting to see how the recreational marijuana industry develops across cities and towns.<\/p>\n<p> <!-- Missed: ad --> <\/p>\n<p>\u201cThis doesn\u2019t have to be a permanent action &#8211; we can always opt back in later,\u201d Rosenthal said of Newtown\u2019s proposed ban. \u201cOnce you have a (cannabis) establishment here and there are unintended consequences, you can no longer do anything about it.\u201d<\/p>\n<p>Danbury, which has already approved a Bethel-based medical marijuana dispensary\u2019s <a href=\"https:\/\/www.newstimes.com\/local\/article\/Danbury-OKs-medical-marijuana-dispensary-at-16001225.php\">move to a former bank<\/a> on the city\u2019s west side, plans a public hearing for July 27 to consider a moratorium on cannabis establishments.<\/p>\n<aside class=\"article--content-inline\">\n<aside class=\"zone\"> <!-- hearst\/home\/mostPopular.tpl --> <!--e hearst\/home\/mostPopular.tpl --><!-- src\/business\/widgets\/hearst\/collection\/widget.tpl --> <!-- e src\/business\/widgets\/hearst\/collection\/widget.tpl --><\/aside>\n<\/aside>\n<p> <a href=\"https:\/\/www.ctpost.com\/news\/article\/This-CT-town-is-banning-weed-dispensaries-16267845.php\">Prospect<\/a> has already passed a six-month moratorium on all new cannabis establishments.<\/p>\n<p>In Ridgefield, which already bans medical marijuana dispensaries, First Selectman Rudy Marconi has proposed <a href=\"https:\/\/www.newstimes.com\/local\/article\/Weed-is-legal-in-CT-but-some-in-Danbury-area-16273047.php\">banning retail cannabis<\/a> in part because of \u201cthe (mixed) message selling weed in town would send to young people.\u201d<\/p>\n<p>In the same way, Newtown\u2019s ban would not only block recreational cannabis establishments but also rescind zoning that allows medical marijuana dispensaries in town.<\/p>\n<p>By narrow vote margins in 2018, Newtown planners and zoners approved a medical marijuana dispensary that never went through because the vendor was denied a license by the state Department of Consumer Protection.<\/p>\n<p>Rosenthal said Newtown had nothing to lose by being prudent.<\/p>\n<p>\u201cThis is a brand new bill,\u201d Rosenthal said. \u201cWe just want to understand the dynamics and digest the moving parts.\u201d<\/p>\n<p> <em> <\/p>\n<p>rryser@newstimes.com 203-731-3342<\/p>\n<p> <\/em> <\/p>\n<section id=\"articleBottom\" class=\"article--content-zone bottom\"><\/section>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>NEWTOWN &#8211; Leaders here are not alone in their haste to preempt Connecticut\u2019s marijuana legalization law that goes into effect on Thursday, but Newtown will be the first municipality in the area to put a proposed ban on cannabis establishments before the public.
