Ned Lamont has been pushing for Connecticut to legalize it.<\/span><\/figcaption><\/figure>\n<p>In a special session, the Connecticut legislature reached an <strong><a title=\"courant.com\" href=\"https:\/\/www.courant.com\/politics\/hc-pol-connecticut-marijuana-bill-vote-20210616-fjs2m2grazdjlk7zsfmqrgdulq-story.html\" target=\"_blank\" rel=\"noopener\">agreement to legalize marijuana<\/a><\/strong>.<\/p>\n<p>With <span>Republican Gov. <strong><a title=\"nbcconnecticut.com\" href=\"https:\/\/www.nbcconnecticut.com\/news\/politics\/gov-lamont-expected-to-sign-recreational-marijuana-bill-into-law-today\/2512767\/\" target=\"_blank\" rel=\"noopener\">Ned Lamont&#8217;ss signature<\/a><\/strong> on June 22,&nbsp;<\/span>Connecticut became the the 19th U.S. state to do so. The new law goes into effect July 1.<\/p>\n<p>Lamont stated: &#8220;It&#8217;s an important thing to do on a number of fronts &#8211; number one in terms of equity and social justice&#8230; focused on the communities hardest hit by the War on Drugs. Making up for some lost time here&#8230; Let&#8217;s make sure we can do this in a safe and regulated way. I think it is a model for the rest of the nation. We had a chance to learn from others and I think we&#8217;ve got it right in the state of Connecticut. It&#8217;s been a long time coming.&#8221;<\/p>\n<p>On June 16, the House voted in favor by 10 votes. The Senate is expected to follow suit.&nbsp;<\/p>\n<p><span>A&nbsp;<\/span><strong><a title=\"courant.com\" href=\"https:\/\/www.courant.com\/politics\/hc-pol-connecticut-marijuana-bill-compromise-20210605-uddm4jzg7vbs7gseubtnfswmhq-story.html\" target=\"_blank\" rel=\"noopener\">compromise bill<\/a><\/strong><span>&nbsp;between Lamont and the lawmakers was originally reached on June 4, but further debate forced the special session.<\/span><\/p>\n<p>Following New York and New Jersey&#8217;s leads, <a title=\"cga.ct.gov\" href=\"https:\/\/www.cga.ct.gov\/asp\/cgabillstatus\/cgabillstatus.asp?selBillType=Bill&amp;which_year=2021&amp;bill_num=888\" target=\"_blank\" rel=\"noopener\"><strong>S.B. 888<\/strong><\/a>&nbsp;ends cannabis prohibition in the Nutmeg State and creates a regulated market. It&#8217;s known as An Act Responsibly and Equitably Regulating Adult-Use Cannabis.<\/p>\n<p>The bill:<\/p>\n<p>\u2022&nbsp;Legalizes possession of up to one and a half ounces and five ounces at home.<\/p>\n<p>\u2022 Establishes a 3% municipal gross receipt tax to go along with&nbsp;<span>the state&#8217;s <span>6.35%&nbsp;<\/span>sales tax, plus a tax on THC amounts.<\/span><\/p>\n<p>\u2022 Creates an 11-member Equity Commission.<\/p>\n<p><span>\u2022 Gives social equity applicants early access to obtain licenses&nbsp;<\/span><\/p>\n<p>\u2022&nbsp;Provides automatic expungement for previous possession convictions.<\/p>\n<p>\u2022&nbsp;Eliminates odor of burnt cannabis as a reason for a stop or search.<\/p>\n<p>\u2022&nbsp;Allows municipalities to opt out of adult-use sales.<\/p>\n<p>\u2022 Allows home growing of a maximum of six plants for medical patients as of January 2022 and for adult use as of July 2023.<\/p>\n<p>\u2022&nbsp;<span>Caps flower at 30% THC and vape oil cartridges at 60% THC.<\/span><\/p>\n<p>\u2022 A<span>llows current dispensaries to apply for conversion to hybrid retailers beginning September 2021.<\/span><\/p>\n<p><span>\u2022&nbsp;<span>Starts adult-use sales in May 2022.<\/span><\/span><\/p>\n<p>For the MPP&#8217;s detailed breakdown of S.B. 888, go <strong><a title=\"mpp.org\" href=\"https:\/\/www.mpp.org\/states\/connecticut\/summary-of-gov-lamonts-2021-legalization-proposal\/\" target=\"_blank\" rel=\"noopener\">here<\/a><\/strong>.<\/p>\n<p><span>The <strong><a title=\"egulatect.org\" href=\"https:\/\/www.regulatect.org\/\" target=\"_blank\" rel=\"noopener\">Connecticut Coalition to Regulate Marijuana<\/a><\/strong> applauded the vote.<\/span><\/p>\n<p><span>On Facebook, advocate <strong><a title=\"facebook.com\" href=\"https:\/\/www.facebook.com\/jasonjortiz\" target=\"_blank\" rel=\"noopener\">Jason Ortiz<\/a><\/strong> reported:<\/span><\/p>\n<p><span><span>&#8220;Cannabis legalization passes the House! On to the Senate where it&#8217;s highly likely to pass! CT is on it&#8217;s way to a more sensible drug policy!
