Hundreds if not thousands of new jobs will be created; dozens of new businesses will be formed; and millions if not billions of dollars of wealth&nbsp;created.\u201d<\/p>\n<p>Joseph Carbone, president and <span class=\"caps\">CEO<\/span> of The WorkPlace, noted that the cannabis industry is producing the <span class=\"push-double\"><\/span>\u200b<span class=\"pull-double\">\u201c<\/span>fastest growing jobs in this country,\u201d with <span class=\"push-double\"><\/span>\u200b<span class=\"pull-double\">\u201c<\/span>strong wages\u201d that have the capacity to lift disenfranchised individuals into the <span class=\"push-double\"><\/span>\u200b<span class=\"pull-double\">\u201c<\/span>middle class part of America,\u201d create careers rather than just <span class=\"push-double\"><\/span>\u200b<span class=\"pull-double\">\u201c<\/span>jobs,\u201d and redress the <span class=\"push-double\"><\/span>\u200b<span class=\"pull-double\">\u201c<\/span>wrongs of the&nbsp;past.\u201d<\/p>\n<p>Highsmith credited the cannabis law for setting the intention to <span class=\"push-double\"><\/span>\u200b<span class=\"pull-double\">\u201c<\/span>ensure that Black and Brown communities that have been adversely impacted by disparaties of law enforcement policies over the decades not be left behind, but also benefit from this new industry.\u201d ConnCORP\u2019s alliance with The WorkPlace, he said, is about helping to cultivate that intention into a&nbsp;reality from the front end to the back end of cannabis cultivation, distribution, marketing, communications, and so&nbsp;on.<\/p>\n<figure class=\"caption-box position-center width-full-width\">\n<div class=\"figure-inner letterboxed\"> <img class=\"caption-img lazyload\" data-src=\"data:image\/svg+xml;charset=utf-8,%3Csvg%20xmlns%3D%27http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg%27%20width%3D%27720%27%20height%3D%27512%27%20style%3D%27background%3Atransparent%27%2F%3E\" data-srcset=\"https:\/\/thcinct.com\/wp-content\/uploads\/2021\/12\/conncorp-workplace-team-up-to-help-black-and-new-haven-independent.png 480w, https:\/\/thcinct.com\/wp-content\/uploads\/2021\/12\/conncorp-workplace-team-up-to-help-black-and-new-haven-independent-1.png 600w, https:\/\/thcinct.com\/wp-content\/uploads\/2021\/12\/conncorp-workplace-team-up-to-help-black-and-new-haven-independent-2.png 720w\" data-aspectratio=\"1.40625\"> <\/div><figcaption>\n<p class=\"caption-credit\"> <span>CT.Gov<\/span> <\/p>\n<p class=\"caption-text\">A map of Connecticut\u2019s neighborhoods that were decidedly \u201cmost impacted\u201d by the War on Drugs. They will theoretically receive financial benefits through new cannabis legislation. <\/p>\n<\/figcaption><\/figure>\n<p>The law itself allows for the expungement of past cannabis-related crimes and reserves half of all cannabis business licenses for people from neighborhoods that were deemed to be most impacted by the War on Drugs. Plus, up to <span class=\"numbers\">75<\/span> percent of the revenue from cannabis sales will be dedicated to a&nbsp;new <span class=\"push-double\"><\/span>\u200b<span class=\"pull-double\">\u201c<\/span>equity fund\u201d which will be invested in those&nbsp;neighborhoods.<\/p>\n<p>The state <a href=\"https:\/\/portal.ct.gov\/Office-of-the-Governor\/News\/Press-Releases\/2021\/07-2021\/Governor-Lamont-Names-Five-Members-of-the-Newly-Established-Social-Equity-Council\">developed<\/a> a&nbsp;<a href=\"https:\/\/portal.ct.gov\/socialequitycouncil\/?language=en_US\">Social Equity Council<\/a> to oversee, monitor, and facilitate the technicalities of such elements of the legislation. For example, that council voted on August <span class=\"numbers\">5<\/span>&nbsp;of this year to determine which neighborhoods were most significantly affected by the criminalization of&nbsp;cannabis.<\/p>\n<p>In alignment with those components of the new law, <span class=\"caps\">ACE<\/span> will match aspiring Black and Brown entrepreneurs with <span class=\"push-double\"><\/span>\u200b<span class=\"pull-double\">\u201c<\/span>trusted advisors,\u201d provide them with free, individualized business counseling, and connect them with training and workforce development opportunities provided by The&nbsp;WorkPlace.<\/p>\n<p>The <span class=\"caps\">ACE<\/span> Manifesto will serve as the foundation for the alliance\u2019s efforts, the crew agreed. Once it\u2019s published, those present at Tuesday\u2019s press conference said, they will host <span class=\"push-double\"><\/span>\u200b<span class=\"pull-double\">\u201c<\/span>community listening and information sharing sessions\u201d to bring interested parties together and link them with necessary resources. They also said they make the manifesto available to interested policy makers who may use it to continue crafting financial implementation tools to benefit individuals of color entering the cannabis&nbsp;business.<\/p>\n<p><span class=\"dquo\">\u201c<\/span>This is, one, about jobs; two, this is about business; three, this is about wealth; four, this is about equity; and, five, this is about restorative justice,\u201d said Dr. Fred McKinney, the founder of the diverse business development consulting company <span class=\"caps\">BJM<\/span> Solutions. He was chosen by <span class=\"caps\">ACE<\/span> to compose a&nbsp;draft of the manifesto. So having opportunity for partnerships like this is just going to further our commitment to&nbsp;equity.\u201d<\/p>\n<p>The council, along with the Departments of Labor, Economic and Community Development, and Workforce Strategies, are also currently tasked with creating a&nbsp;comprehensive workforce plan. <span class=\"push-double\"><\/span>\u200b<span class=\"pull-double\">\u201c<\/span>There\u2019s no one lane for that,\u201d Comer said. She is arranging to meet with capital workforce partners, community colleges, and any community based organizations that are willing to collaborate; <span class=\"caps\">ACE<\/span> may play an important role in forging those&nbsp;connections.<\/p>\n<p>License distributions will work through a&nbsp;<a href=\"https:\/\/portal.ct.gov\/cannabis\/Knowledge-Base\/Articles\/Lottery-process-for-license-applicants?language=en_US\">lottery system<\/a>; after applicants are selected through the lottery, the Social Equity Council decides if the chosen applicants qualify. In December, Comer said the council will start parsing out possible income and residency requirements as well as business verifications that will determine which applicants ultimately receive&nbsp;licenses.<\/p>\n<p>McKinney noted that the manifesto should assist its target audience of potential entrepreneurs\u2009\u2014\u2009as well as policy makers\u2009\u2014\u2009in determining answers to questions like <span class=\"push-double\"><\/span>\u200b<span class=\"pull-double\">\u201c<\/span>What is a&nbsp;good, workable and understandable joint venture?\u201d especially since many individuals applying for these licenses will need to partner with financial backers in order to start off their&nbsp;businesses.<\/p>\n<p>The council may use those guidelines to inform their selection process. The goal, Comer said, is to make sure that the <span class=\"push-double\"><\/span>\u200b<span class=\"pull-double\">\u201c<\/span>social equity applicant that\u2019s coming forward with this partner actually has an ownership stake in it\u2026 cause what we don\u2019t want is predatory establishments. In particular, <a href=\"https:\/\/www.ctinsider.com\/business\/article\/Multi-state-company-to-acquire-CT-cannabis-16610152.php\">the company purchased Connecticut Pharmaceutical Solutions\u2019 cultivation and production facility in Rocky Hill, an acquisition that included $<span class=\"numbers\">113<\/span>.<span class=\"numbers\">25<\/span> million in voting&nbsp;shares.&nbsp;<\/a><\/p>\n<p><span class=\"dquo\">\u201c<\/span>That tells you that the licenses that will be granted in a&nbsp;lottery process are extremely valuable\u2026 If the entrepreneurs that wanna start these businesses do not have the support, the capital, the management support, the community support, they will be operating behind the eight-ball,\u201d McKinney&nbsp;said.<\/p>\n<p><span class=\"dquo\">\u201c<\/span>Opportunity waits for us out there,\u201d Carbone summarized. <span class=\"push-double\"><\/span>\u200b<span class=\"pull-double\">\u201c<\/span>It\u2019s our job to seize the&nbsp;moment.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Nora Grace-Flood photo Social Equity Council Chairwoman Andrea Comer, ConnCORP Board Chair Carlton Highsmith, WorkPlace President and CEO Joseph Carbone, and BJM Solutions Founder Fred McKinney at Tuesday\u2019s press conference.
