Andrew Cuomo announced this morning that <a href=\"https:\/\/www.nytimes.com\/live\/2021\/08\/10\/nyregion\/cuomo-resigns\" target=\"_blank\" rel=\"noreferrer noopener\">he would resign<\/a>, days after the release of a damning report found that he had sexually harassed multiple women and may face criminal charges. Cuomo said his resignation would <a href=\"https:\/\/twitter.com\/J__Velasquez\/status\/1425126933529042947\" target=\"_blank\" rel=\"noreferrer noopener\">take effect<\/a> on Aug. 24. <\/p>\n<p>With Cuomo\u2019s departure, <a href=\"https:\/\/www.nytimes.com\/2021\/08\/08\/nyregion\/cuomo-kathy-hochul.html?action=click&amp;module=Spotlight&amp;pgtype=Homepage\" target=\"_blank\" rel=\"noreferrer noopener\">New York Lt. Gov. Kathy Hochul<\/a> will step into the spotlight in Albany. So what does that mean for New York\u2019s coming adult-use cannabis market? <\/p>\n<p>The short answer: It\u2019s good news. <\/p>\n<p>Hochul\u2019s position on marijuana legalization has, in the near past, mirrored that of Cuomo: Pragmatic but not passionate. <\/p>\n<blockquote class=\"twitter-tweet\">\n<p lang=\"en\" dir=\"ltr\">It\u2019s time to finally legalize recreational marijuana and create an equitable adult-use cannabis program that generates much-needed revenue for New York. <a href=\"https:\/\/twitter.com\/hashtag\/SOTS21?src=hash&amp;ref_src=twsrc%5Etfw\">#SOTS21<\/a><a href=\"https:\/\/t.co\/IkciDxTnhW\">https:\/\/t.co\/IkciDxTnhW<\/a><\/p>\n<p>\u2014 Kathy Hochul (@LtGovHochulNY) <a href=\"https:\/\/twitter.com\/LtGovHochulNY\/status\/1347301991484108800?ref_src=twsrc%5Etfw\">January 7, 2021<\/a><\/p><\/blockquote>\n<p>Her most extensive comments came in an interview with <a href=\"https:\/\/cheddar.com\/media\/lt-gov-hochul-ny-legalize-cannabis-need-money\" target=\"_blank\" rel=\"noreferrer noopener\">Cheddar<\/a> earlier this year, prior to the passage of a legalization bill by the New York state legislature. <\/p>\n<p>In that interview, Hochul called legalization \u201clong overdue\u201d in New York. \u201cWe need the money,\u201d she said. \u201cPeople who were reluctant before didn\u2019t join us in promoting this. Now, all of a sudden, you\u2019re saying, \u2018Well, I guess because of COVID, with a $15 billion budget deficit, we need to find money anywhere we can.&#8217;\u201d<\/p>\n<p>Hochul also acknowledged the importance of social equity provisions in the state\u2019s new legalization law. <\/p>\n<p>\u201c[We] want to make sure that communities of color will understand exactly what\u2019s involved in applying for these licenses as soon as they\u2019re available,\u201d she told Cheddar. <\/p>\n<p> <a href=\"https:\/\/www.leafly.com\/news\/podcasts\/the-roll-up-189-new-york-goes-legal\" class=\"wp-block-leafly-blocks-leafly-single-inline-block leafly-inline-related-story\"><\/p>\n<div class=\"border border-deep-green-alt border-l-0 border-r-0 my-xl p-md font-bold\">\n<p>Related<\/p>\n<p>The Roll-up #189: New York and New Mexico go legal<\/p>\n<\/div>\n<p><\/a> <\/p>\n<h2 id=\"h-new-york-s-future-with-a-new-governor\">New York\u2019s future with a new governor <\/h2>\n<p>As incoming governor, Hochul will of course have a statewide outlook. But she hails from Buffalo and has been an ally of Buffalo-area Assemblywoman Crystal Peoples-Stokes, the powerful Albany legislator who led the fight to pass legalization with equity. That could prove to be an important personal connection in terms of keeping the state\u2019s nascent cannabis industry, and the importance of equity, on the new governor\u2019s agenda. <\/p>\n<p>And there\u2019s <em>this<\/em>. <\/p>\n<p>Gov. Cuomo never loved legalization\u2014not personally and not professionally. He was pushed to embrace legalization, awkwardly, by the surprisingly successful primary run of <a href=\"https:\/\/www.leafly.com\/news\/politics\/how-cynthia-nixon-changed-the-new-york-cannabis-game\" target=\"_blank\" rel=\"noreferrer noopener\">Cynthia Nixon<\/a> in 2018. <\/p>\n<p>As with every issue, Cuomo backed legalization when it was convenient for him. <\/p>\n<p>As New York\u2019s new governor, Kathy Hochul now has the opportunity to embrace regulated adult-use cannabis as her issue and her own success. A briskly paced, smooth, and well-run rollout of <a href=\"https:\/\/www.leafly.com\/learn\/legalization\/new-york\">New York State\u2019s cannabis licensing program<\/a> and store openings could be one of Gov.
