Such businesses have never been legal before, so there\u2019s no blueprint on approving them. But regarding other details, the POCD does not have enough guidance.\u201d<\/p>\n<p> <!-- Missed: ad --> <!-- Missed: ad --> <\/p>\n<p>Even as members discussed the moratorium, members also admitted it wouldn\u2019t have much an impact. If other towns allow pot sales, Stratford\u2019s restrictions would be ineffective and remove a potential revenue source for the town.<\/p>\n<p> <!-- hearst\/article\/content\/zone.tpl --> <!-- hearst\/article\/content\/embed.tpl --> <\/p>\n<section class=\"article--content-embed automatched\" data-eid=\"item-96887\"> <!-- amp-exco-5debc2de-4d40-450f-aeb7-0467e3a9df76 --> <\/section>\n<p><!-- e hearst\/article\/content\/embed.tpl --> <!-- e hearst\/article\/content\/zone.tpl --> <\/p>\n<p>A temporary ban also wouldn\u2019t stop people from consuming marijuana that they had delivered, commission member William Boyd said.<\/p>\n<p> <!-- Missed: ad --> <\/p>\n<p>\u201cThat\u2019s kind of being done now. It has been done for last 20 plus years,\u201d he said. \u201cWe just didn\u2019t know it, so doesn\u2019t seem like that\u2019s too much of a difference anyway.\u201d<\/p>\n<p>Alternate member Tami-Lyn Morse agreed the moratorium would have limited effect, and cost the town money.<\/p>\n<p> <!-- Missed: ad --> <\/p>\n<p>\u201cStratford residents are going to purchase recreational marijuana,\u201d she said.<\/p>\n<p> <!-- hearst\/article\/content\/relatedStories.tpl --> <\/p>\n<section class=\"relatedStories\" data-progressive=\"true\"><\/section>\n<p><!-- e hearst\/article\/content\/relatedStories.tpl --> <\/p>\n<p>Sales estimates for dispensaries in the first year are up to $3 million, which would mean $90,000 in taxes for the town, she said.<\/p>\n<p>\u201cSo we let two in, (that\u2019s) close to $200,000,\u201d she said.<\/p>\n<aside class=\"article--content-inline\">\n<aside class=\"zone\"> <!-- hearst\/home\/mostPopular.tpl --> <!--e hearst\/home\/mostPopular.tpl --><!-- src\/business\/widgets\/hearst\/collection\/widget.tpl --> <!-- e src\/business\/widgets\/hearst\/collection\/widget.tpl --><\/aside>\n<\/aside>\n<p>And the town\u2019s take would only increase as adult-use marijuana gained popularity, she said.<\/p>\n<p>If the town decides to allow cannabis licenses, the rewards would be immediately felt, she said. Because the town has 52,000 residents and the state regulations allow one dispensary for every 25,000 residents, the town could have two cannabis retail shops.<\/p>\n<p>Attota said she has not heard from anyone interested in setting up a shop in Stratford.<\/p>\n<p> <!-- Missed: ad --> <\/p>\n<p>\u201cI have a few calls, some folks asking if the town passed a regulation or not? And I don\u2019t know if they\u2019re calling us out of general interest, or if they\u2019re (potential) retailers or business owners,\u201d Attota said.<\/p>\n<p>The Zoning Commission is expected to discuss a moratorium proposal next week. If it approves, the Zoning Commission will send a formal proposal back to the Planning Commission for review.<\/p>\n<p>James Olsen, a member of the Stratford Partnership for Youth and Families, which has historically worked to limit marijuana consumption among Stratford youth, said he favored placing the decision in the hands of Stratford voters.<\/p>\n<p>\u201cThe bill allows a local referendum on whether or not to allow the sale of marijuana,\u201d he said. \u201cTo qualify for the ballot, 10 percent of voters must sign a petition.
