Look to the Midwest &#8211; Marijuana Business Daily"},"content":{"rendered":"<p><em><img decoding=\"async\" loading=\"lazy\" class=\"alignleft wp-image-317767 size-thumbnail\" src=\"https:\/\/mjbizdaily.com\/wp-content\/uploads\/2022\/03\/Nicole-Cosby-1-236x236.webp\" alt=\"Image of Nicole Cosby\" width=\"236\" height=\"236\">(Editor\u2019s note: This story is part of a recurring series of commentaries from professionals connected to the cannabis industry.&nbsp;Nicole Cosby is the chief compliance officer at Fyllo, a cannabis compliance software company based in Chicago.)<\/em><\/p>\n<p>Everyone in the cannabis business has their eyes on the Northeast, and for good reason.<\/p>\n<p>The&nbsp;<a href=\"https:\/\/insights.mjbizdaily.com\/factbook\/\" target=\"_blank\" rel=\"noopener\" data-feathr-click-track=\"true\">MJBiz Factbook<\/a> projects that the <a href=\"https:\/\/mjbizdaily.com\/new-york-lawmakers-legalize-recreational-marijuana\/\" target=\"_blank\" rel=\"noopener\">impending New York recreational marijuana market<\/a> will generate more than $2 billion in sales a year by its fourth year, for example.<\/p>\n<p>But marijuana multistate operators should think about setting their sights a bit farther west, to states such as Michigan, Missouri, Nebraska and Ohio.<\/p>\n<div class=\"google-ad-wrapper banner-ad position-leaderboard\">\n<p>ADVERTISEMENT<\/p>\n<\/p><\/div>\n<p><strong>Midwest remains America\u2019s cannabis capital<\/strong><\/p>\n<p>With all the coastal buzz, it\u2019s easy to forget that established Midwest markets such as Illinois and Michigan are consistently among the top for cannabis revenue.<\/p>\n<p>Much of this revenue is generated by the MSOs that have helped establish clear business guidelines across these states.<\/p>\n<p>The companies that follow can enter local markets that are already open to cannabis sales, cultivation, distribution and delivery.<\/p>\n<p>Some are even extending licenses ahead of state expansion.<\/p>\n<p>The states with new\/pending legislation in 2022, including Missouri and <a href=\"https:\/\/mjbizdaily.com\/several-state-marijuana-legalization-initiatives-could-make-november-ballot\/\" target=\"_blank\" rel=\"noopener\">Nebraska<\/a>, have learned a lot from how things work in Illinois and Michigan.<\/p>\n<p>This should help these new states roll out more comprehensive regulations for both medical and recreational marijuana across a wide variety of license types.<\/p>\n<p>Eight new pieces of legislation related to cannabis have been filed in Missouri and five in Nebraska. Expect developments from these markets to accelerate in the coming months.<\/p>\n<p><strong>Northeast\u2019s moment is coming, just not this year&nbsp;<\/strong><\/p>\n<p>While the long-term growth in the Northeast will be transformative, it will be a longer journey than the industry thought.<\/p>\n<p>We\u2019ve seen all over again that New York state is not New York City \u2013 it\u2019s more conservative and moves at a different pace.<\/p>\n<p>It took a long time for New York to establish a cannabis regulatory board, and once the <a href=\"https:\/\/mjbizdaily.com\/new-yorks-marijuana-regulatory-board-finally-in-place\/\" target=\"_blank\" rel=\"noopener\">body was set up<\/a>, it became clear sales wouldn\u2019t begin until 2023.<\/p>\n<p>While New Jersey was the first to <a href=\"https:\/\/mjbizdaily.com\/new-jersey-governor-signs-recreational-marijuana-law\/\" target=\"_blank\" rel=\"noopener\">sign recreational marijuana into law<\/a>, in February 2021, the state is trying to do a lot at once \u2013 expanding licenses, handling expungement and more.<\/p>\n<p>The state has had <a href=\"https:\/\/mjbizdaily.com\/new-jersey-regulators-balk-at-approving-adult-use-marijuana-sales-yet\/\" target=\"_blank\" rel=\"noopener\">a slow rollout<\/a> because of the way New Jersey is structured.<\/p>\n<div class=\"columns col-lg-12 col-md-12 col-sm-12 con_cta_wrapper\">\n<h3><strong>Expert advice for a stronger shelf life<\/strong><\/h3>\n<div id=\"lp-pom-text-456\" class=\"lp-element lp-pom-text nlh\">\n<p>Learn the fundamentals for getting started in cannabis retail in this comprehensive guide curated by the editors at <em>MJBizDaily<\/em> with help from industry experts.<\/p>\n<h6><b>Inside the <em>MJBizDaily<\/em> Retail Buyers Guide:<\/b><\/h6>\n<ul>\n<li>Learn best practices for designing a cannabis dispensary.<\/li>\n<li>Select display infrastructure that supports industry compliance.<\/li>\n<li>Choose the right point-of-sale system for your operation.<\/li>\n<li>How to incorporate e-commerce and home delivery.<\/li>\n<li>And more!<\/li>\n<\/ul><\/div>\n<\/p><\/div>\n<p>There is an endless array of counties, townships and even villages \u2013 and they all need to be heard from.<\/p>\n<p>So far, <a href=\"https:\/\/mjbizdaily.com\/more-than-70-of-new-jersey-towns-ban-adult-use-marijuana-retail\/\" target=\"_blank\" rel=\"noopener\">70% of t<\/a>h<a href=\"https:\/\/mjbizdaily.com\/more-than-70-of-new-jersey-towns-ban-adult-use-marijuana-retail\/\" target=\"_blank\" rel=\"noopener\">e state\u2019s<\/a> 564 municipalities <a href=\"https:\/\/mjbizdaily.com\/more-than-70-of-new-jersey-towns-ban-adult-use-marijuana-retail\/\" target=\"_blank\" rel=\"noopener\">have opted out<\/a> of all six categories of marijuana licensing.<\/p>\n<p>The surprise standout in the Northeast has been Connecticut.<\/p>\n<p>As it turns out, small is beautiful. With fewer approval hurdles, that market got greenlighted fast and pushed ahead <a href=\"https:\/\/mjbizdaily.com\/connecticut-set-to-launch-recreational-marijuana-market-before-new-york\/\" target=\"_blank\" rel=\"noopener\">faster than New York<\/a>.<\/p>\n<p>Initially expected to be the last mover of the big three Northeast states coming online, Connecticut has rapidly accelerated and looks likely to be a strong market, with sales expected to begin as soon as the third or fourth quarter of 2022.<\/p>\n<p><strong>Future watch: mid-Atlantic<\/strong><\/p>\n<p>Executives would be wise to pay attention to the mid-Atlantic region, particularly Maryland and Pennsylvania, where support for legalization reform is high.<\/p>\n<p>In Pennsylvania, for example, medical marijuana dispensaries alone have generated close to $2 billion in sales to date.<\/p>\n<p><strong>Longer term: Florida&nbsp;<\/strong><\/p>\n<p>Florida has been a medical cannabis state since 2016 and already has the largest MMJ business by volume of any state. Still, the future is unclear.<\/p>\n<p>On the one hand, the Florida Legislature recently blocked recreational cannabis expansion and pushed it out for a revote.<\/p>\n<p>On the other hand, new legislation to open the market for recreational use is <a href=\"https:\/\/www.wjhg.com\/2022\/01\/13\/legalizing-recreational-marijuana-florida\/\" target=\"_blank\" rel=\"noopener\">being considered<\/a> and <a href=\"https:\/\/en.wikipedia.org\/wiki\/Cannabis_in_Florida\" target=\"_blank\" rel=\"noopener\">decriminalization ordinances<\/a> have already gone into effect everywhere from Miami Beach and Key West to Sarasota.<\/p>\n<p>But the earliest that voting will happen is 2024, and it might take two or three years after that for sales to begin.<\/p>\n<p>Still, smart MSOs will hustle while they wait.<\/p>\n<p>They know it pays to get ready for license applications well ahead of time.<\/p>\n<p>When the New Jersey Cannabis Regulatory Commission started taking applications from recreational marijuana growers, manufacturers and testing labs, nearly 500 individuals and entities established accounts <a href=\"https:\/\/mjbizdaily.com\/new-jersey-opens-doors-to-wave-of-adult-use-marijuana-applicants\/\" target=\"_blank\" rel=\"noopener\">within the first four hours<\/a>.<strong>&nbsp;<\/strong><\/p>\n<p>Remember that MSOs already holding medical licenses are far ahead of the game.<\/p>\n<p>Their business models are already set up. They generally have a positive reputation with legislators and a strong sense of how the process will work.<\/p>\n<p>Entrepreneurs need to remember that getting a cannabis license is like a grant-writing proposal.<\/p>\n<p>They\u2019ll need to be ready to show their business plan, revenue projections, staffing plan, tax status, proposed dispensary locations and more.<\/p>\n<p>Also, all the states we\u2019re talking about will have some licenses reserved for social equity purposes, as well as license caps.<\/p>\n<p><strong>Staying on top of legislation is key<\/strong><\/p>\n<p>As markets launch, they tend to open slowly and selectively.<\/p>\n<p>CBD might be where it starts, and THC might follow much later, as could infused beverages or food.<\/p>\n<p>There are also variances in allowances at the city level.<\/p>\n<p>For example, while some cities in Colorado allow ingestibles, others don\u2019t.<\/p>\n<p>Tracking thousands of jurisdictions \u2013 all of which have regulations that are a constantly moving target \u2013 on a spreadsheet isn\u2019t practical.<\/p>\n<p>Technology that tracks it all and leverages AI to update the hyperlocal picture in real time makes more sense.<\/p>\n<p>The shifting landscape is why executives need to watch cannabis regulations carefully: The initial headlines about which markets will open first or be most attractive don\u2019t always turn out as predicted.<\/p>\n<p>Wherever MSOs look to expand, they must stay smart about compliance.
