With Wednesday&#8217;s release of the environmental assessment for New York City&#8217;s proposed congestion pricing program, drivers got an inside look at how much they could be charged to drive in the Central Business District ( CBD) of Manhattan.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5GOLMW7ZWJC5PK35XDBEEP4BEY\">The comprehensive report outlines seven different toll scenarios, with higher toll rates of up to $23 during peak hours in scenarios that offer additional credits, limits and exemptions to certain vehicles.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"IEEDPUUBO5GXPASNBAKSXEWTWU\">In all the scenarios described below, personal cars, motorcycles and commercial vans would be limited to one CBD toll per day, although other vehicles may be charged multiple times.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"UK2ODKCMOZBEHLQK6MI5M62MUE\">Neither scenario described would provide an extra credit for drivers who cross the Verrazzano-Narrows Bridge before moving into town, something elected district officials have pushed for since the program was first proposed.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"N5CXBJGZRJFHZFV7CSAFRVGYBQ\">All scenarios, with the exception of Scenario F, would use the following time periods to determine peak, off-peak, and nighttime.<\/p>\n<p><span>Peak: weekdays &#8211; from 6 a.m. to 8 p.m<\/span><span>Peak: weekends &#8211; from 10 a.m. to 10 p.m<\/span><span>Off-peak: weekdays &#8211; from 8 to 10 p.m<\/span><span>During the night: weekdays &#8211; from 22:00 to 6:00<\/span><span>Night: weekends &#8211; from 22:00 to 10:00<\/span><\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"RAPGA3LRGBEAJAZ5IAXJ245BIA\">The toll rates outlined in the document would apply to personal cars, motorcycles and commercial vans using E-ZPass, with higher rates for those using the toll-by-mail option.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"N4XIHDBE2BHRXALC3JEUVSLGRQ\">These vehicles could see E-ZPass fees ranging from $9 to $23 during peak periods and $5 to $12 during nighttime hours, depending on the scenario selected.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"JZPWYCVSGRFKVEW7OW7DTWHT24\">Larger vehicles would also be charged higher fees in the first six scenarios, with maximum E-ZPass fees for small trucks ranging from $12 to $65 and for large trucks from $12 to $82 .<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"RVHO362HKZDUNIUOBHK7VJBKKI\">Here&#8217;s a look at the seven toll scenarios.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"HS4MBNP2WVBRBASPC6YBVVJUKM\">Scenario A &#8211;  Buses would be exempt from tolls.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"H5UQ2H5Y2BE7NO4SONGZFVOKGY\">Maximum toll rate: $23<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CTVV4TZUS5CSTPPF3XYNW7BY4Y\">Off-peak toll fee: $17<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"IP7GQGHXX5BNTJZRGR7ZUC55TU\">Night toll fee: $12<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"HS4MBNP2WVBRBASPC6YBVVJUKM\">Scenario G: Base plan with the same tolls for all vehicle classes<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"7PYKFKZMWFGEVHKISQACXPQRXI\">Credits: There are no credits for drivers using bridges or tunnels to access the CBD.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5V6DAGZ6AJDXFK6JFHJEUM3EE4\">Limits and Exemptions: There are no limits or exemptions for taxis, rental vehicles, trucks and buses.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"H5UQ2H5Y2BE7NO4SONGZFVOKGY\">Maximum toll rate: $12<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CTVV4TZUS5CSTPPF3XYNW7BY4Y\">Off-peak toll fee: $9<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"IP7GQGHXX5BNTJZRGR7ZUC55TU\">Night toll fee: $7<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"CP7YGHM445DTJAHCWPHFFX5FS4\">ON CONGESTION PRICES<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"2CBUBVXTBVDI7LVPHE6UFTRCRI\">As part of the <a href=\"https:\/\/legislation.nysenate.gov\/pdf\/bills\/2019\/S1509C\">State budget of $175 billion<\/a> approved on April 1, 2019, the MTA&#8217;s Triborough Bridge and Tunnel Authority (TBTA) has been authorized to establish the Central District Business Toll Program (CBDTP), which will charge commuters a variable rate for drive into Manhattan&#8217;s central business district, defined as anything south of 60th Street.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"HUSLSQWRJJBZLCKY3LET2LELN4\">Congestion pricing refers to the use of electronic tolls to charge vehicles to enter certain areas during peak travel times, which ideally reduces traffic congestion and increases revenue for projects targeting traffic<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"QASZAACK25BLTKUM6RJMI2FD7A\">Revenue generated by the program will be tied up and placed in a designated MTA &#8220;lockbox&#8221; to fund capital improvements to the city&#8217;s struggling public transit system.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"R6IRZ34DDBAHBMQ3TGBWKV5FQ4\">The program is expected to generate $1 billion annually, which will be used to secure $15 billion in bonds for transit system repairs and improvements.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"VA7R2UJ6PRHBXONEE5FJJR5LJU\">The electronic toll system will work similarly to the cashless toll system on the Verrazzano-Narrows Bridge, where overhead sensors read drivers&#8217; E-ZPass tags and administer the fee directly to their account.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"U2IED352YNFYFGCQI4YMMNNHVI\">For non-E-ZPass drivers, overhead cameras would photograph their license plate and a bill would be sent directly to them.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"BSRH45UPSVCRDGSPOZGVU4EMI4\">Non-E-ZPass drivers could be subject to a higher fee similar to the &#8220;toll by mail&#8221; option that charges drivers higher toll rates on the agency&#8217;s bridges and tunnels for those without E -ZPass.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"X4OTZYY23BEEFJ5WSJLZ5IE6YE\">The price increase would be justified by the administrative costs of processing and direct billing to the driver.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"HD3MOPXFYJFI7IOYSYAK3J6K7Y\">In October 2019, the MTA selected TransCore to design, build, operate and maintain the infrastructure and tolling equipment required for the congestion pricing program.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5FWGE4R4PBHYBIXSEJPTCPIN5Y\">The company is expected to install most of the toll collection equipment on existing poles and pole arms &#8220;in order to have a minimal footprint and fit into existing urban landscapes.&#8221;<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"NZFUQOOWSFGYPGMHWCGI6ZGXAM\">Currently, emergency vehicles and those carrying people with disabilities are the only required exemptions from the program, with tax breaks for residents living in the CBD and earning less than $60,000.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"5W7FSMZQTFGPJNOXT2KD3SBHNY\">Drivers on the FDR Drive, West Side Highway and sections of the Battery Park Underpass and the Hugh Carey Tunnel connecting the two will not be subject to tolls, unless exiting the CBD.<\/p>\n<p class=\"article__paragraph article__paragraph--left\" id=\"PLNFPD4PPVGATGPIAORFW6HJTU\">Once the MTA completes its next phase of public outreach, the six-member Transit Mobility Review Board will recommend the final toll pricing to the TBTA, which will ultimately set the toll pricing.<\/p>\n<p><a href=\"https:\/\/www.silive.com\/news\/2022\/08\/nyc-congestion-pricing-here-are-the-rates-under-7-tolling-scenarios.html\">Source link <\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>STATEN ISLAND, NY &#8212;
