A bill to require the U.S. Department of Veterans Affairs (VA) to conduct clinical trials into the therapeutic potential of marijuana for military veterans would have a negligible fiscal impact, according to a new analysis from the Congressional Budget Office (CBO). Waterford — Town officials have decided to put off by a year a decision on whether marijuana businesses should be allowed here.  The Planning and Zoning Commission on Tuesday voted unanimously to place a moratorium on the application, installation and creation of any cannabis establishment. The temporary prohibition will go into effect for up to a year until the commission adopts regulations in support or against such establishments. The start date of the moratorium is expected to be Dec. 31. A Connecticut man who was stopped by New York State Police on I-95 in Westchester for a traffic violation was busted with more than a pound of marijuana in his car, authorities announced. Troopers on patrol on I-95 in Mamaroneck stopped Hartford County resident Angel Rodriguez, Jr., age 29, of Rocky Hill, when he committed a vehicle and traffic violation in the area.
