Rep. Gale Mastrofrancesco, R-Wolcott, said the “first priority” should be to target money for substance abuse and mental health treatment. Rep. Sean Scanlon, a Guilford Democrat and House chairman of the finance committee, said final legislation will increase funding for those areas.
